Corel Draw ships with clip art that you can assemble into animated GIFS.

These three clip art images were used to create the flying bird animation.

First create a boundary box, and place the images in place inside it.
Duplicate and arrange the birds along the length of the box in correct "flapping" order.
Save the file.

Delete all but one of the birds and the boundary box, and export as a GIF file.
Create and number the files sequentially.
Reload the saved file.
Repeat the process for each bird position, resulting in many same-sized GIFs.
Use a utility like the Gif Construction set to assemble your stack of GIFS into one animated one! If you have CorelDraw 7, PhotoPaint 7 will also assemvle multiple framses into an AVI file, which you can then save as an animated GIF.
