An electrifying effect!

1. Start with your text.

2. Give the text a very thick outline, then a white outline & fill color.

2a. Duplicate this, and assign the duplicate a black fill and black hairline.

3. Select and blend these two pieces, and draw a white boundary box (no outline) behind everything.

4. Export these as a 1-1, 300 dpi dithered bitmap.

5. Import this bitmap. Because it is a one-bit bitmap, you can assign no fill and an outline color, making for an effect that is on a transparent background.
